AFAIK the category split is purely by accident.

Just to look to see what other wikis are doing, upstream has three
things in 'Category:Template':

- A page 'Help:Templates'

- Two sub-categories:
  - Category:Templates
  - Category:Template extensions

https://www.mediawiki.org/wiki/Category:Templates

Wikipedia has redirects for
https://en.wikipedia.org/wiki/Category:Template
https://en.wikipedia.org/wiki/Category:Templates

to
https://en.wikipedia.org/wiki/Category:Wikipedia_templates


Because we're just using Templates and not talking too much about them
(meta-Template talk, if you will), my suggestion would be to follow
this convention and have all the pages use the plural noun
("Category:Templates") for their categorization. I don't see any
reason for the QA or BSA pages to do something different. Unless there
was another reason for the second category?
