Yes they are, hardlinks to testing/4.0.0 have been pushed two days ago
- even for pull mirrors, that should be ample time. Can you point us
to a specific mirror that did *not* have the files, so we can look
into that? It is possible if the mirrors are not using rsync, that
they did not get the files before about 11:30 UTC, when I made the
subdir world-readable. Was the behaviour different during prior
releases?

I have gone through the list, there are more mirrors missing 4.0

Did we exceed space limits for some systems?
