all moderators would be subscribed to every part of the forum except the
language specific ones unless they speak the language. That way they would
be notified by email when new posts come in
If you want notification by email, then you can use the "watch this
forum" functionality. You'll be notified whenever a new topic is
created in a forum you watch.
