And also I want to make http://si.libreoffice.org/home/ as the 1st item
in
the menu.
When logged in, you have the site-tree on the left-hand side, the
order in which the pages appear there is the same as in the menu, i.e.
topmost will be leftmost, second fromtop will be second from left,....
To change the order, you need to check "[x] enable drag'n'drop
reordering" above the sitetree, then you can reorder the pages using
your mouse. Click and drag to the desired position.
As for the international site page
http://si.libreoffice.org/international-sites/ - you're not using the
correct page-type. Change it to a SubsiteListing page, then the list
of available nl-sites will be inserted wherever the magic word
$SubsiteList appears in the content
To change the type of an existing page, click on the entry in the
lefthand site-tree, go to the "Behaviour" tab and change the type to
SubsitesList
