The template for your subsite is set to "libo" which all sites are using.

You may copy the sourcecode from the english pages you want, paste it
into the html editor of new pages you generate at your subsite and
translate it then.

There is no "clone a site all at once" feature available and would not
make much sense also, for all the NL teams are free to establish their
content.

Please check out the Help tab for a brief introduction on how to handle
Silverstripe.
