I updated the template to add "Open Issues" in a separate category, and
removed the extra category I had put there previously. Since this format

Suggestions for a better way to do this?

I updated the main {{Menu.Development}} template to match the new
layout. Also added the {{TopMenu}}, {{Menu}}, and {{Menu.Development}}
templates to all the pages in {{Menu.Development}} that weren't there
previously.
