Some little things:
I made the external links in a separate catgeory, e.g. "||->Open Issues"
to show that it is an external link (see [1]).
But this is a philosophical question.
I updated the template to add "Open Issues" in a separate category, and
removed the extra category I had put there previously. Since this format
is used for the other templates, I figured it's best to format in the
standard way, and save the argument for later regarding if this is the
best way of formatting or not.
I have willfully not capitalized the indices out of the row of the other
menus but I have no real reason: "I only want to show a kind of dynamic
by development. The use of small letters will show the development."
We can capitalize them.
I was a bit confused by this, but I kept them capitalized for now.
Suggestions for a better way to do this?
I updated the main {{Menu.Development}} template to match the new
layout. Also added the {{TopMenu}}, {{Menu}}, and {{Menu.Development}}
templates to all the pages in {{Menu.Development}} that weren't there
previously.

Daniel
