It's not possible to switch off on a per-choice basis.
Publishers always get notification when a page is published, or when
there is a comment/request in the workflow.
Editors only get notifications for the workflow-items they are
involved in themselves.
And I don't think it is worth to change anyway. The actions on the
website will be fewer in future anyway. And then it's very helpful to
get notified on changes (IMHO).
