(use the 'Discuss' page for hammering out changes etc)
User Forums
(maybe not ideal, but at least it keeps everything together and
anyone can join in and get caught up relatively quickly)
Bottom line though is it needs to be in an easy to follow format, and email
lists - especially high volume ones - ain't it...
Hence the 'proposals' section on the wiki page.
