corresponding site's main language, i.e. the toptabs are taken from
the english version for www.* - when those pages are translated, the

So it only enforces it for the toplevel - a translated page could have
subpages that don't have a match in the original language, that are
only available in one language. But on the main site this of course
should be avoided, as the content on the main page is meant to be
valid for all users, of any language.

And how does the SilverStripes page translation
interface work?

In the CMS there is a tab "Translations" that can be used to
create/list the available translations for the corresponding page. And
for all translations, you see the value of the original page as
reference when editing the content. Keeping the actual contents in
sync of what is written in the original page is up to the editor
though. When the original page talks about apples, the translator can
write about bananas in the translation. Keeping the contents in sync
is a matter of policy in this case.
(you can get notifications when the original page is updated as a help
to keep it in sync though)
