Ideally, LibreOffice would present an infobar [1] with any read-only document
and have an entry in the menubar as well (perhaps with a keyboard shortcut for
quick access).

That should hopefully take care of what seems to be the common use-case --
editing read-only documents -- and leave room for less common use-cases --
using "read-only mode" to read a document -- as well.
