You explicitly need to install the
org.libreoffice.LibreOffice.Help extension.

(See also the commit message of <https://git.libreoffice.org/core/+/72b936d70b7eaa6d9f5f911b27e3c955382de967%5E!/> "Enable --help=html for flatpak".  That extension contains all localizations, so is rather larger.)
