This is a scam, as far as I know. Unless it is from the domain of paypal.com, it is not from PayPal. If you have Firefox 3.6.x or better, then you should not need to upgrade your browser. If you have IE 7 or higher, then you should not need to upgrade you browser. I use Firefox for PayPal and there is no issues.

But NEVER use a link from within an email from a bank or PayPal. Go to that company via your browser and type in its URL or use your bookmark/favorite shortcut. That is what my bank tells me,, even with their own emails to me. They would never require me to logon from a link within an email. Even when I use eBay, or other site, any click on the PayPal link to purchase an item, I ALWAYS look and see where that like takes me.

As for that email you got, I have received several different emails that stated that they came from PayPal and they were not. I would just take that information and go to the real PayPal site and find the link where you can report scams to them. Simply put, PayPal should not need any "cutting edge" version of a browser to use. If your browser was last updated/upgraded in the past year or so, then it will work fine.
