I removed the newest LibreOffice version and downloaded the one before that.  The tabbing issue now 
appears in THAT version, too.

However, your suggestion to indent to 0.01 cm, before Text, does seem to work.  But I would prefer 
the bug to disappear.  Is there any way to make the bug disappear?  (I don't want to indent every 
new document I create.)

I see the same issue with the Linux version. This definitely looks like a bug.
However, I discovered that if your text is slightly indented, the issue does not seem to occur. 
What I did:
- Edited the paragraph style
- Went to Indents & Spacing
- Set the "Before text" indent to 0.01 cm
- OK'ed the change
You can also do the same thing for any paragraph by moving the markers in the horizontal ruler, but 
I find this to be less accurate.
