I'm sure I've seen this in the past, although I don't remember whether it was with the Intel/Intel, Intel/ARM or ARM/ARM combination. The problem was caused by all the "security features" that Apple has put into macOS; so check in system settings -> security if LO was blocked and/or if third-party applications are allowed to run.
