I've just revisited the subject and it looks like what you need is to make the chapter toc start at level 2 but there seems to be no way to eliminate level 1.

I did find that I could stop level 1 being displayed though. First I created the toc selecting Insert > Table of Contents.

Then on the Type tag : leave the Title box empty, select For=Chapter.
Then on the Entries Tab : select Level1 and work on the displayed Structure. I clicked the cursor in each element (LS, N, E, T, #, LE) and hit the Delete key on the keyboard. Then clicked the OK button.

The trick with deleting Entry items finally got me what I was after.
After a little trial-and-error I found that deleting the "Entry" item got rid of the redundant chapter heading.
With a little luck, I may now have achieved, what I was trying to.

Also my thanks to Mrs. Herschel. I printed Mr. Jackson's and Mrs. Herschel's instructions, most of which I already had implemented,
and now have, what I wanted (hopefully).

The next hurdle coming up, will be to make all this formatting appear in the epub file required for electronic publishing.
(Just saving an .odt file as an .epub file does NOT do the trick.)

With all the things I learn here, I might even be able to help someone else in the future ...
