OK. I think I did.  Please let me know if it didn't work properly.

I hate gmail for trying to modify anything typical in an email.  It's a
piece of shit web software. :-)

something like the "normal" in MS Word.  It contained all the styles.  Then
I created one a template for a report based on the default.  Unfortunately

paragraph styles created in either.  The only thing that stuck was the
fonts but those are set as default in the User Preferences and not in the
template.

I'm not sure how making one of these templates the default will fix the
missing styles within each of the templates as it hasn't worked so far.

figure out what or how these are supposed to work ... or file a bug
reports.
