Yes, this is possible and I've done it in the past. What I've done is:
* Use the "Format/Page" menu and click "Area" to set the page
background image. Use the "Fill" menu to choose a bitmap, and
import your JPEG image.
* Then, I use the "Transparency" tab to set transparency of the image,
creating a "watermark".
This works in Writer 5.1.x and should function similarly in a more
current version.
