It's not part of LibreOffice but the open source equivalent to Outlook
is Evolution. There is even a plugin which allows it to work with an
exchange server.

I am using Windows 10. So I think I can't use Evolution as it only
works on Linux platforms.


You might want to try using Evolution under WSL2 (Windows Subsystem for Linux). I haven't tried it 
yet but I think it's supposed to work.
