It's an 8-page document and opens exactly as I would expect with each
page shown above the next page. I'm not sure how else to expect a
document to be shown?

If you can see the whole document, it sounds like you need to adjust
the zoom level (View Menu/Zoom) and choose Entire Page or somesuch.
