The more I poke around, it seems as if the issue is related to this:

Which is labeled as fixed, but what to do to make it work isn't specified.
I need to figure out where to force it to "English (USA)" everywhere -- as
I look, the offending documents are all shown as being in Japanese, even
though they aren't. I occasionally paste in a Japanese character or word,
though this does not seem necessary to trigger the change to Japanese --
it sometimes happens in documents that have nothing to do with Japanese.
And never have I specifically told Writer I was doing Japanese.

So, is there a place where I can tell it not to do me this particular
favor?
