Hi.   Yes, I can confirm.

I have LO  7.3.0.3  on ubuntu 20.04.   When I press  F1,  it opens a browser  with address:
file:///tmp/lu18302293odos5.tmp/NewHelp0.html
and says  'file not found'.

One problem can be that the directory 'temp' is virtualized on my os,  so it is cleared at every 
reboot.   May be choose another location.

could be you didn't see it is the offline help you are using. The 
browser will be opened and there should appear as address something 
beginning with "file:///…" This is the current offline help.
