I download, unzip, open the file, double click the file which launches Ubuntu Software installer, click on install, it "installs" and reports installed, but launching Libreoffice and clicking on the help does does not bring up off line help.

I typically download the files directly from their archive and then
use dpkg to install them.

What exactly are you doing to get them installed?
