I have gone into Tools -> AutoCorrect -> AutoCorrect Options -> Localized Options and set both single and double quotes for the straight quote marks, and it seems to have no effect.

Not sure what you mean by "set both single and double quotes for the straight quote marks". Surely you just remove the ticks from the Replace boxes to disable this form of correction - no "setting" involved?
