If an organisation has the budget to create a branding colour palette, they have the budget to create a soc file for LibreOffice. If the organisation does not have a branding colour palette, then they will not need organisation-branding.soc.
And they will not want to use the savings from not having to pay for LibreOffice to be exceeded by having to hire someone to create a palette.
