I need to be able to install page breaks.

There are multiple ways to do this (so it would have been helpful for you to have specified which method you found not working). Apart from using the menus, you can also go to View | Page Break Preview. In that view, you can right-click a cell and select Insert Row Break or Insert Column Break. There is also Delete All Manual Breaks. Once you have breaks inserted, you can easily drag them around to modify your selection. This is probably the easiest way to adjust pagination after you have prepared your material.
