My customised system-wide dictionaries (Ubuntu 5.2.2.2) are in /usr/share/hunspell/ and are named (for example) ga_IE.dic and en_IE.dic. They are accessible by all applications and work perfectly with Libre Office and other applications. They can also be easily customised.
