If you really only want a light/fast PDF *reader* than for Linux try Evince
and for Windows try Sumatra.

If you want some basic PDF tools (not a full PDF editor) than for Linux try
PDFshuffler and for Windows try PDFTK Builder for which you can find a link
on this page: http://www.angusj.com/pdftkb/.
