I think when you download a gallery extension for LibreOffice (or
OpenOffice) and look how that is set up, and combine it with this knowledge:

I see for each global Gallery in LibreOffice an assocated folder
containing image files, and associated .sdg, .sdv, .str, and .thm files
are visible in C:\Program Files (x86)\LibreOffice 4\share\gallery.
should do the trick for a large part?
Extensions can be installed global (admin rights) or added to the
installation (unzipped in ../libreoffice/share/extensions/)
