Hi :)
Yes, the QA Team work hard at making it easy to join in.

It helps that a lot of other people are also new to it at the same time so
you might see answers to questions you hadn't dared ask yet - or pick-up
tips on how to deal with your first time in a 'new' team.

Wrt the off-topic issue please pass comments along to the
postmaster@documentfoundation.org
or try getting onto the discussion mailing list or something.  It is a pain
but most of us have given up trying to get anything done about it.
Apparently the way we used to have it generated more complaints than this
system and this system is considered to be the proper way of doing things
even though it's a pain for most of us here on this mailing list.
