Anyone know how to "turn on" the "changes" feature of Writer? I can't seem to get it to work.

Edit->Changes->Record
This setting is saved in the document, so if you or someone else subsequently opens the document, the same settings are used.

and if you want to see the edits
Edit->Changes->Show

If you want your name shown against the edits, then ensure you fill in
Tools->Options,  LibreOffice->User Data->Forename/Surname
This is a general LibreOffice setting - applies to all documents.

If you want to change how the edits are shown, then go to
Tools->Options,  LibreOffice Writer->Changes
