In LibreOffice (and Apache OpenOffice) you can select how to treat date
numbers.
In excel, day 0 is 1899-12-31 (day 1=1900-01-01). If you set LibreOffice to
the same standard, you will obtain the same results as Excel for dates ≤
1900-02-28, but since Excel thinks that 1900-02-29 exists, all dates after
that will differ from LibreOffice by one day.
So the obvious option is to set day 0 to 1899-12-30. That means that Excel
and LibreOffice will display the same dates from 1900-03-01 until
2400-02-28.

Is 31 from the same month or the previous month?
If this is January, is 31 for December or January?
If December, check the date setting. I don't know exactly where to find it
since I'm using Apache OpenOffice, but I'd guess Tools → Options →
something…
