Quick answer: You probably have Widows/Orphans turned on.

Go to "Format->Paragraph" and select the "Text flow" tab.  There are two 
boxes at the bottom of the window titled "Orphan control" and "Widow 
control."  Make sure they're not checked.

Another option might be the spacing.  In the same "Format->Paragraph," 
there is "Indents & spacing."  If there is space defined for above/below 
the paragraph, and the line height including this spacing is too big for 
the last line on the page, it will move the line to the next page.
