Hi.
Do you mean 2 entries for each heading, or are you showing the current situation and the desired situation. Click in the table of contents, press F11 for styles. In paragraph styles select contents 1 (should be selected when you press F11 while in contents). Right click Modify. On the Indents and Spacing tab, adjust the before text and after text.
