Because LibreOffice is numbering paragraphs, and paragraphs end on new line 
character. 

You can overcome this problem by using custom fields representing numbers. Take 
a look at section "Defining your own numbering sequences" in chapter 14 
("Working with fields") of Writer Guide. Available for download at:
