It's an extra package you were supposed to download when you downloaded the main part of LibreOffice. you can download it now, it's only about 9Mb i think but it's better to use the much more up-to-date documentation instead. http://wiki.documentfoundation.org/Documentation/Publications The help is growign a bit ragged around the edges as it is getting out-dated quite fast.
