It runs perfectly well without any Java (lacking a tiny set of options) or with any version of 1.6. but not with 1.7.

You can turn off all Java in menu:Tools>Options>Java.

Check the md5sum of your downloaded copy.
Turn off all virus scanning during the installation process.
Kill all soffice processes in the task manager.
Run the installation.
