[Alt]+[arrow] should do.
Alternatively -- and yet better -- use the Size and Position dialog
(right-click, then Size and Position). There you can set the position
to an *exact* value.

upon the graphics anchoring. Depending upon your needs, Character and
As character are likely to be the best choices.
Movements depend on the pageGRID sizes Go to Options, Writer GRID and
set de both sizes to their minimum (0,1 mm)
