If I select a graphic, say a bullet, that is already on the page,  and want
to move it 1/10 diameter, I can TRY to move the mouse that short distance,
but it is not easy.  I have tried using the arrow keys, but they move the
graphic about an inch.  I have tried key combinations (ctrl-key, etc) but
they don't seem to work any better than the arrow key alone.

[Alt]+[arrow] should do.

Alternatively -- and yet better -- use the Size and Position dialog (right-click, then Size and Position). There you can set the position to an *exact* value.

Note: the reaction to the [arrow] (and combination) highly depends upon the graphics anchoring. Depending upon your needs, Character and As character are likely to be the best choices.
