This works. IMO this is counter-intuitive: moving/acting against a
frame/whatever is done by selecting the widget, isn't it?
Drawback: doesn't work when there's nothing but the table within the
frame.

I just opened up new document, insert new frame, insert a table in
frame. No content whatsoever.
How did you anchor your frame? Anchor as character will not work obviously.
