The dimension lines in Draw have no "glue" feature. But for first
drawing you can enable "Snap to Object Points". When the dimension line
is drawn, you can group the object and its dimension line. Then a
scaling will work on both together and the numbers on the dimension line
will adapt to the new length automatically.
