Then the penny dropped.
I have Open Office installed on this PC. So just end the Open Office
Quickstarter as per previous reply and it installed very quickly.
This is known behavior when OO or LO are installed on Windows. If the quickstarter for either is open, the default behavior is startup automatically, installing LO will fail.

Have not had a chance to look at everything yet, but hope this helps
someone.
