I think you found a Bug :)
The Autofit Columns does exactly what you expected (and in my opinion is
what Distribute Evenly means) so this odd behaviour has to be a bug.

I did get a good laugh during the account creation process. I did a
search on the terms "distribute rows equally", and got the result that
Zarros Boogs were found.
Methinks some translations need to be looked at!!
No one needs to think I'm taking issue with anyone's English speaking
ability, I'm not. I just found the words to be funny. :-)
