I looked at the instructions but I have not tried them. They appear to 
concentrate on removing language packs that are not needed by the user. 
I believe the Windows version in particular installs support for all 
languages by default. You might achieve similar results during 
installation if you can use custom install in Windows and select the 
languages you want and possibly some other extensions you do not want 
installed.
