Well, this is how bullets and numbering work in LO Writer. Whole list has only
one paragraph style with different numbering level. In fact, in LO you never
apply numbering style to selected text, you just connect paragraph style with
list style and apply paragraph style to text. What you are trying to achieve
could be done in MS Office, where numbering logic is quite different than in LO.
Also, please note that outline number is something different than list level
number. You can check toolbar at the bottom of LO Window, on the left of page
settings (by zoom tool). There is no way to change list level number from
paragraph styles. One user asked for it some time ago and I have filed bug
report, but there wasn't much work done on that. Please read:

By the way, I personally can't think of single reason why different levels of
bullet and numbering should be formatted in different way. But maybe it's just
my imagination is limited.
