What distro are you using? Most of the people here install from repositories for Linux or installation packages for Mac and Windows and are not very familiar with compiling from source code. A quick search did not come up with any obvious answer to me.

You may want to check with the devs list since they are installing testing builds while most on this list are using supported releases.

I installed LO from the repository; checking my /usr/included and cups.h is not there (Ubuntu 11.10 family/Mint 12).
