If I understand you want:

1 Heading 1
text
2 heading 2
text
3 heading 3

To achieve, move the cursor to a heading, then apply function 'bullets
and numbering' and make changes in the dialogue window.

Never do heading numbering with "Bullets and numbering" but use Tools > Outline Numbering. In the tab "Numbering" you set the association between logical level and paragraph style.

"Bullets and numbering" gives you a list numbering, no chapter numbering. All automatism like Navigator or TOC or export to slides or export to XHTML are based on using the association between logical level and paragraph style.
