That helped but I think I found a bug.
I changed 'KDE:System Settings/Application Appearance/Colors/Colors
tab/Tooltip Background' to brown and it worked but the tooltip text is
black.

Now I'm on KDE.
Yes, I think you're right; I've tried changing tooltip text to another
color and it doesn't work for LibreOffice, while it works for other
applications; anyway, I can tell you what my colors are:
I am using Kubuntu 11.10 and simply changed the tooltip settings in KDE's
Settings module. It's fine for me. Could the failure in the KDE settings
be specific to certain distros?
