That helped but I think I found a bug.
I changed 'KDE:System Settings/Application Appearance/Colors/Colors
tab/Tooltip Background' to brown and it worked but the tooltip text is
black.
I changed 'System Settings/Application Appearance/Colors/Colors tab/Tooltip
Text' to white and the text is still black.

Now I'm on KDE.
Yes, I think you're right; I've tried changing tooltip text to another color and it doesn't work
for LibreOffice, while it works for other applications; anyway, I can tell you what my colors are:
- tooltip background:
#FFF9D7
- tooltip text:
#000000
It works fine for me.
