I also found scalable version at
http://packages.ubuntu.com/oneiric/all/tango-icon-theme/download
Although, it looks like some icons are missing in this package. Perhaps
I should look at different theme.

The icons are in <installation path>\Basis\share\config. Unpack the set.
Most toolbar icons belong to commands. Those are in
images\res\commandimagelist. You get them in small, large, highlighted
small and highlighted large.
If there is vector version, it's more preferable.
They are all png.
